This position is located in Department of Homeland Security, United States Coast Guard, National Maritime Center, Mariner Training and Assessment Division, Martinsburg, WV.


As an Examination Specialist (Engine), you will be serve as an subject matter expert in mariner credentialing with specific emphasis on the examination of merchant marine personnel and the development of knowledge based competency examinations and examination systems.  Serving as a technical expert in providing advisory services and administration of the regulatory provisions and controls for the administration of examinations in support of the merchant mariner credentialing program..

Typical work assignments includes:      

  • Developing assessment questions and modules for all engineering credentials in the US maritime industry, using practical and theoretical knowledge, experience and expertise of marine engineering principles and practices, and comprehensive reference materials provided.
  • Maintaining the quality of assessments on an ongoing basis through analysis of question and module content and ensuring that the questions being tested are pertinent to the endorsement being sought.
  • Reviewing the content of draft Coast Guard policy and directives, advising training industry contacts and program staff about regulatory requirements and policy, and providing input on training and assessment requirements for National and STCW endorsements.
  • Serving as an NMC point of contact for the maritime industry and Coast Guard units to address questions and concerns arising from US mariner assessments. This includes providing guidance to NMC staff and seventeen Regional Exam Centers (RECs) to ensure uniform application of regulations and interpretation of NMC examination policy.
  • Providing customer service to mariners, the marine industry, and program personnel, which often includes responses to challenges and comments brought forward in the examination process.

To qualify at the GS-12 grade level:  Applicants must have one year specialized experience equivalent to the GS-11 level in the Federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Specialized experience includes: 

  • Experience in mariner training development and delivery, assessment, and qualification.
  • Reviewing and/or recommending improvements to mariner credentialing processes.
  • Preparing a variety of correspondence, reports, and/or other documentation related to the mariner credentialing process.
  • Experience serving as a subject matter expert in engine shipboard operations and maintenance.

Applicant must hold or have held a U.S. Merchant Mariner Credential in the grade of 3rd Assistant Engineer, Unlimited; or Assistant Engineer, Limited, DDE Unlimited; or higher; or a secondary degree in Marine Engineering or Mechanical Engineering with Maritime Experience.

You will receive credit for all qualifying experience, including volunteer experience.
