This position is that of Environmental Engineering for the Great Plains Area Office of Environmental Health and Engineering, Division of Sanitation Facilities Construction, Indian Health Service, Pierre District Office, located in Pierre, South Dakota. The purpose of this position is to assist in project development, design, construction, as-built development, and project training of individual and community water supply, wastewater disposal and solid waste disposal facilities.
- Serves as the Project Engineer in the planning, design, and construction of sanitation facilities construction projects on assigned reservations.
- Acts as Contracting Officer's Representative for construction contracts to verify quantities, reporting and record keeping, construction safety, public relations, fiscal project integrity and warranty inspections.
- Responsible for complete scheduling of all phases of sanitation projects including multiple contracts resulting in timely construction of sanitation facilities.
- Performs topographic and alignment surveys and engineering calculations to arrive at detailed designs; prepares operation and maintenance manuals for community facilities; and supervises engineering technician, draftsmen and summer students.

In addition, to the Basic Requirements, you must also meet the Minimum Qualifications stated below-
GS-07: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Performing contract management and oversight of sanitation project requirements including site visits to observe work, working with survey equipment, writing daily logs, tracking construction quantities and preparing progress payments; Design of sanitation facilities and elevation of designs and specifications to ensure conformance with project requirements and budget; Experience with computer aided drafting software and other design related software such, Autodesk Civil 3D software, to download/upload field data and integrate with modeling software for completion of facility designs and drafting digital drawings. OR, Superior Academic Achievement OR, successfully completed as least one full year of graduate level education in a related field.
GS-09: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: In addition to the experience listed for the GS-07; Independently designs new or improved sanitation facilities such as water and wastewater treatment facilities, water and wastewater pumping stations, sanitary sewer collection systems, water distribution systems, and water supply facilities, Individual onsite or Community systems utilizing survey equipment to collect field data using levels, GPS, total station and other miscellaneous digital data collection equipment. OR, a master's degree OR, successfully completed 2 full years of progressively higher level graduate education leading to a master's degree in a related field.
GS-11: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: In addition to the experience listed for the GS-09; Ability to conduct sanitation, feasibility and engineering studies by collecting, defining and analyzing requirements, providing engineering direction to comply with priorities and goals; as well as the Environmental Policies in implementing projects, coordinating projects for construction of water, wastewater and solid waste facilities while serving as the Engineer in Charge of the development, planning, design, construction and post construction activities. OR, a Ph.D. or equivalent doctoral degree OR, successfully completed 3 full years of progressively higher graduate level education leading to a Ph.D. in a related field.
